Macao Tourism Industry Development Master Plan Second Phase Review Study

In accordance with the regular review mechanism set out in the “Macau Tourism Industry Development Master Plan”, the Macao Government Tourism Office (MGTO) commenced its second-phase review in 2024. This review not only undertook a comprehensive evaluation of the 2021 to 2024 action plan implementation but also examined the post-pandemic transformation of tourism structures and market dynamics. The current study focuses on six priority areas for in-depth analysis, including: promoting diversified development of the tourism and leisure industry; expanding the diversity of visitor source markets; deepening regional tourism integration; fostering healthy, orderly, and resilient industry growth; optimizing tourism product design and planning; and harnessing the potential of artificial intelligence to drive tourism innovation. In addition, the study puts forward revised action plans and policy recommendations to inform evidence-based decision-making for the high-quality development of Macao’s tourism industry.
